Probably, but it's an impractical debate considering not everyone has access to fresh drinking water.

Yes, with continued international support it should prove effective.
Possibly, but much more committed financial, political and military input is required of ALL Nations.
Unlikely, needs DEEP changes in organisation. Does not fairly represent the Whole World so cannot yet act for World Justice.
