Police, Firefighters and Teachers are being laid off across America, what should be done?

Look at how unions have impacted the cost of pensions, salaries and other guarantees, and if too high comparably then adjust.

Just keep laying off more until the cities' budgets come in line.

Ask for more volunteers to fill in the gaps.
