The big chains still give free bags, but also sell strong reusable fabric bags cheaply (50 pence typically) and encourage you to re-use them.
Personally the main problem is gettting into the habit of remembering to pick up the bags before goign shopping, as a result, I now have 20+ reusable bags at home :(
Yes. In Germany everyone uses their own bags and they look at you if you don't (but you know how Germans are! ha.) In Poland they had these flimsy plastic bags for free so a few people used them. Americans will take a long time to break the habit I think. The other thing is that my son and I ALWAYS forgot to bring the shopping bags. Every darn time! And when we went to the commissary they still used plasic bags so that didn't help the military community to stop putting all that waste into the environment. The other related issue is that in Germany (a lot of people in a small state), everything, but everything is recycled and it's mandatory. When I lived in New York it was mandatory and it took a long time for me to start putting everything in one trash can with no recycling center when I moved. So...yes people can get into new habits and maybe .10 would push them that way.

Works in Sweden. I save plastic bags I've paid for and reuse multiple times.
Some stores in the UK are already doing this.
