We are producing a Halloween show here at work, but I don't costume or make-up, That department has enough to do without adding in a person who isn't actually performing.
My last job, it was against company policy to costume.
It was never a big thing here until the last 10 years or so, probably because we have a big bash on Nov 5th.
Seems like the influence of US teen culture has given us T-or-T night now, (along with other stuff life high school proms and 16th birthday parties ... all very unnecessary!)
Previously it was more of an adult thing if anything, themed parties and of course the pagan/wiccan holiday too.

Even assuming you mean to include the male version of "fancy dress" (noting that you didn't say "a fancy dress"), the answer is still No.
I'll end up wearing something nicer than usual on Sunday, but certainly nothing close to being considered "fancy".
We tend to dress up at work on the nearest day to Halloween, today I am a rather gruesome zombie for example, just wondered if others did too.
Also going to a themed party tonight, and a charity Zombie Walk in Birmingham tomorrow in aid of the local childrens hospital.
