Next would be that they don't care--but not in the sense of not caring at all, more in the sense of not thinking it is their job.

The answer to that question is absolutely beyond me. The number of people who are unable to act in a responsible manner without outside prompting is a puzzle. I think trashing your own environment is beyond crass.
