In my opinion, Sid Meier had the best civilisation.... Civilisation 2 was the absolute best! ;)
Good answer - but I prefer Civ III.
It is the first one that keeps you up all night that gets you, for me it was Civ 1 on the Amiga, way back when.
Civ 2 was excellent as well.

Ancient Egyptians FTW! They were extremely intelligent, they built the great pyramids, among many other wonders.
