Depends on how you define "woman". Technically she is able to procreate when she starts menstruating. That does not make her a grown up, however, nor is it necessarily safe to become pregnant as soon as one is able. Legally in most states 17-18 is the age at which girls are considered old enough to form liasons. As for when they are "mentally" old enough, well, they are like men in that regard - each person grows up at their own rate.
Because, at least in this country, age of consent usually starts at around 17 -18 (depending on the state.) Anything under the age the state deems to be the age of consent is technically "child abuse", or pedophilia. (I have heard of cases where an 18 yr old kid had sex with his 17 yr old girlfriend and was successfully prosecuted, and had to register as a sex offender for the rest of his life). Now, if you ask a psychiatrist what they would consider pedophilia, they would say it was sex with a child who had not begun puberty (someone who hasn't developed adult characteristics of breasts and hair). So there are really two arguments here - one being what really constitutes child abuse and at what age should a child be able to consent to sex. Personally, I think that kids are ready by the age of 16, but society has decided they are still children and must be protected. This may be why we have such a huge spike in teenage pregnancies in the US - we tell them not to, we don't teach them anything about it, and their bodies are telling them they are ready anyway.
Girls reach the age of thirty by the time they are 10, while boys stay at 14 all their lives.

to call her women, there big difference and I not persevetive ,just the difference, is my question so hard.
