Have you seen the movies or are you just blindly following the government's movie age guides? Which that is all they are, guides?
I was only 5 when I saw the first one in the theater. Loads of fun I can still remember how exited I was leaving the theater. You know what your kid(s) like and what they can or can not handle. Just watch with them and you and your kids can all have fun. That's the way to do it, family fun. (Though if it where me I would probably wait until they where a just little older myself, 7 or 8, unless they came to me asking to see the movies.)
As for the order, I'm not sure their is a right or wrong way to go. Both options have their pros and cons.

If he was an adult, I'd say start at 4 and go from there, but a child isn't going to appreciate the foreshadowing that the "later" episodes represent or some of the good vs. bad issues that are tackled in the later episodes. Better not to confuse him and start from #1.
I started by watching the 6 movies from 1 to 6 with my boys (the youngest of whom was 6 at the time) in a 3 day weekend. He and my 10 year old didn't want to watch anymore after a little ways into Revenge of the Sith (episode III). They were too scared.
We skipped to A New Hope (IV) and went from there. The youngest did indeed have nightmares about episode iii. Duh - should have known better.
Make sure you get the versions with Jar-Jar Binks removed. ;o)
