What requirements should be placed on people who live off the welfare system? Tax supported money

This made me think of Roosevelt's New Deal and the CCC. Granted, this was in response to a global-wide depression. Additionally, it did create a large deficit. However, I think that working hours for the benefits received has merit. Perhaps if still on welfare after a certain amount of time...
Or maybe those are just the haphazard musings of a public history major....
I think if a large portion on welfare had to work for it, they would no longer be on welfare!
Welfare was intended to be a "leg-up" not a "lifestyle". Yet, we see generations on welfare. Why work, when you can get money to just sit? I think if they know the limits when they sign up, maybe they would do something to help themselves.
