Children under 13 should not be anywhere where some adult is not present therefore they should not need a phone. Maybe a 13-14 year old might need a phone if they are in sports or after school activities to call the adult to get them but really 15 is about the age when these kids should need a phone along with their new earned freedom which should come with the price of staying in contact with an adult. When the kid is 16 and up they need to get a job and pay for their minutes or have their own phone.
Many kids here walk to school by themselves from the age of six. A cell phone might be a good idea as it can be used to track the location of the phone and hopefully the kid.

The cell phone, when turned "off" is still operating. How else do you think it determines that you want to turn it on? It needs to figure out that you have held the button for a specific period of time (the same button normally used to disconnect a call when "on" .) Do you think it accomplishes this without the power? The cell phone is always powered even when "off" . Even if the CPU wasn't powered at all times, which it is, you are assuming that the IC that sends and receives the analog signals to and from the cell are not operational, which is also a bogus assumption.
A child who is six should not be walking to school by themselves cell phone or not.
There are many things in this world that shouldn't happen. When I was 6 I did walk to and from school by myself, my kid on the other hand did not, until he went to high school.
No one should ever need a cell phone. Having said that, I gave our son my phone when he was about 11, because it made every one feel better, mom wanted him to have one, he wanted one (to show of I guess) and I didn't want to have one. It was one of those all to rare win, win situations...

It depends on the child. Some kids are smarter. Some kids are more mature. Nowadays the child's age means very little.
