If you have your parents' consent to get married then the right age is as soon as you're biologically ready. You can tell by looking to see if you have hair growing under your arms and in the vicinity of your reproductive organs. :-)

I was 15. One morning my dad told me not to leave the breakfast table yet. He said that if he told me not to, or to wait I wouldn't listen anyway. If it comes down to intercourse, use a condom. Red faced, I said what do you mean dad? He said I saw you behind the garage last night fumbling around with the girl down the street. Don't get anybody pregnant until you get married and are ready to have kids. So my answer is; when ever they are ready to and can find an agreeable partner.
Whenever the person is sexually mature and is ready to be responsible and use a condom sure why not I mean some people are ready before others.
