Cable car!!!! As long as the tourists understand it isn't a pleasure ride, it's part of the commute system.
I used to take two cable car lines to work, and finding a place was a hassle. They finally had to give people holding monthly passes preference over tourists at certain times of day so that the residents could get to work. Those tourists were always mystified that we wanted to use our transit system to get to work in the morning.

I suppose it depends on where in the world you are. In the UK, the train. In Holland, the tram. In SA, you better hope you have your own car.
