I don't understand the question.
When you Google something - have you ever noticed the "sponsored links" that appear on the right side of the page? They also appear on a number of regular websites, shown as "sponsors." The website featured pays anywhere from $0.05 - $1.50 every time it's clicked. Google gets the lionshare, if it appears on a regular website, the website showing the ad also gets a percentage. Yahoo does the same, but Yahoo's sponsored ads start at $.25 whereas Google starts at $.05. Popular adult links adwords start at $.75 and can go as high as $3.00. PER CLICK. And there's no guarantee they'll buy. Most sat on my site for less than one minute.
There's a REASON those Google boys are billionaires ... (lol)
Anyway, a lot of website owners are known for clicking the ads that appear on their website. In the Google user agreement, they agree NOT to do it but there's no way to prove it if they do. They also are prohibited from adding "please help support this site by visiting one of our sponsors:" above the adwords. Remember how they used to all do that? (lol)
Your budget should be whatever you feel like throwing away. I spent a LOT of money on Adwords - something like $40 a day. All it got me was a bunch of fake clicks. I'm certain the majority were website owners who were wanting to increase their revenue.
