Evolution does not allow an organ that uses 25% of the daily calories to remain 90% functionless. That kind of caloric expenditure for nothing is simply too expensive to maintain. If the organ is maintained, it is all functional--and likely multiply functional.
Only a small percentage of the brain is used for *conscious* thought--and in too many, I would have to say THAT portion is often vestigial! ;)
