I'm not sure. There have been some very good TV shows recently, like Sopranos, Arrested Development, Life on Mars (original BBC version), Extras, The Office, Futurama...
Depends. You can sometimes still get good stuff off the major networks. BBC springs to mind, although they too have moved closer to the mindless violence Americans find 'entertaining.'
Some that were canceled in their first season that seemed they might have something to say :
Threshold. I saw this and thought "Well, I bet getting this cancelled was Monsanto's top PR priority that year." I really don't think the agri-giants want a show about genetically modified food creating monsters on TV!
Fringe. Kinda like "The X-Files" with a woman lead.
Dollhouse. What can I say? Fox is determined that nothing good and Whedon shall ever be allowed again.
Try googling "brilliant but Canceled." It is a series on TV about shows that were brilliant, but canceled. There are talk forums at their website that can turn you on to really good, but sadly short-term, stuff.

I agree. It's just become visual diarrhea on screen, except for Heroes. That is the only show I watch now.
