To harm a man OR a woman is to do harm to that man or woman. Why specify one gender over the other? In neither case is it elevated to harm toward one's country. Even if that man or woman was a major figurehead of that country, it would still only be a disruption not harm.

As it relates to the subjugation of women by men of certain countries, clearly this is correct. Most Arab nations are unable to compete in the world simply because half of their brainpower and ingenuity is locked up behind doors and veils. Conversely, China was once as bad, but in the last 30 years women have moved into roles of significance and contribute greatly to that country's development.
Without a doubt, most Muslim nations are suffering from self-inflicted wounds with their backwards policies towards women.
