Of course not, but not all countries should be governed by men, either. They should be governed by whoever is the most fit for governing, and who cares about their chromosomes or genitals.
That's sexist, and not funny. Women aren't going to vote yes just because they are women. Women too have faculties of logic and discernment, and are able to hold complicated opinions on complicated subjects.

My fault - easily misconstrued and I should have been more clear. I agree with your viewpoint on having the most capable person goven/hired what have you. I don't agree with hiring based on classification (i.e. a corporation is criticized because it doesn't have a number of asian-american employees relative to the population of the united states) - people need to get over arbitrary classes and have positions allocated to the best person.
