Requirement by whom? We have no such requirement, except as part of a plea bargain--which tells you that it is a pretty shady thing in all, IMO.

And how is it any more a horror than any other murder? And any more evil?
Get rid of the emotional 'baggage'. If it is wrong to kill it is wrong; and no killing is any more or less wrong once you accept that.
