The public/government school system in my country will pass just about any student regardless of their state of education.

In my country too. I think it sucks too. It makes a college degree necessary if for no other reason than to be reasonably sure people are as smart as a high school graduate was forty years ago. I think the policy is unfair to people who actually graduated from high school forty years ago.
But it's not fair they ask for college degrees now for jobs that didn't require a college degree when we graduated. If we are re-entering the work place we may be smart enough to do a particular job but the goofus in charge of hiring won't give us a chance. I am self employed but I make my argument for the benefit of people for whom this may actually be a concern.
Here in France anyone can get in the public universities very easilly (as long as they're graduates). They can flunk classes 3 times and try again...
But the new president is starting to put in some laws to get the universities in line with merit... kind of about time... we've been losing so much money on idiots who just roam around.
Tax money, and soon (with the new laws) companies and bank sponsors. Universities in France are "free". Well not totally, the taxes and also every student has to pay between 200 to 400 euros depending on the year and the university. Still cheap.
Shit, just realised this question wasn't about universities.. :p Well, its still easy to pass in school here. The level has gone way down since the last 30 years. politicians want to pretend they've improved education by showing increasing graduation rates, but they just lower the level. Easier...
In too many cases, yes.
Not really......but they will make you so mad you pull your student out. Saved tax dollars. They call themselves "heroes".
