I'm not convinced that one person's tolerance will stop them from joining a mob and committing savage acts. If everyone is striving to be tolerant though, chances are much reduced that the mob would have formed in the first place.

Yes it does. But it also argues for intolerance towards the intolerant, for they can make the few submit to the will of the many. Without general tolerance across a society, an individual's tolerance becomes moot.
