Terrorist dont "win" by making people fear their next attack.
Terrorist "win" by making people give into their demands. They try and accomplish this with fear, or terror. The fear is designed to make people give in INSTEAD of fighting or resisting.
Being afraid is not loosing....giving in, or giving up is.
But being afraid is what LEADS people to give up and give in. And once you give in and give up to those guys - that's when the terror REALLY begins.
Well, ignoring them isn't likely to help much. But then again, neither is standing on a soap box screaming about it.

Fear is our primal feeling to move us to take steps and be prepared to fight.
