Depends, was this person holding a pie or some other liquidy comical device that may have spattered on their face, or someone else's face in the process?

With so much crime in America you can't be too careful. I'd call 911 if it looked serious, and if they appeared unconscious or delirious I would be even more concerned because they could be having a hypoglycemic episode that could turn fatal if not promptly tended to by someone.
Or drunk!
Yeah, another possibility. Or a seizure. Or if their breath smells like almonds you can assume, a.) they've been eating almonds, or, b.) somebody poisoned them with cyanide.
