If it is mandatory, and you are so informed before ordering, then yes. You have breached a contract.

And because it is a contract the police had to arrest them. If I understood correctly the police said they don't think it would hold up in court though. I would be surprised if it really does.

I think, the police should have given them an advice instead and let go. The owner of this "Irish Pub and Grill" will be the big looser at the end. Does he regret he called the police? I think so.

A, but a breach of contract can also involve criminal actions, like theft. Which is the case here.

The restaurant had a strongly implied contract that there would be service. I think any good tort lawyer could prove this. They could then sue for false arrest and breach of contract.

Tipping should never be mandatory, especially not when service is lousy. Employers should be expected to pay their help a living wage. I would not eat in a restaurant where tipping was required by law.
