Some deserve to be left behind. If kids make it all the way through high school unable to read society will leave them behind, so why let it get to this point? Leave them behind in the early grades so they can catch up before it's time to graduate.
Passing these kids to a higher grade without knowing the material in that grade contributes to dropping out. Each grade level is more difficult, and if they are not prepared for that, they become more and more discouraged that they just can not catch up and then they drop out.
