It would depend on the the community, some can't cope with even a single centimeter of snow, others might be able cope with half a meter. If most people can go to work then schools should be open as well.
If the younger kids stay at home, one of the parents needs to stay home or thy have to find alternative supervision for them. To me it would make sense to only close the schools when non essential business is closed. It should be up to the parents if they want to send the kids to school or not. I am not sure I would want to treat schools different from business in this regard.
A single parent or when both parents work in a factory-as I did for 40 years- the school starting and ending time is quite different from the parents jobs. This being the case, it is necessary anyway for supervision being available in the morning and afternoon. I never had a factory close because of the snow??
If you live within a certain distance, the bus will not pick you up, in 16 inches of snow I would not let my smaller child walk in that. Other than that, it can be extremely unhandy to have school canceled. JMO.
What Translate sez. They are closing the schools tomorrow because of the projected snowfall; they are also advising people not to commute and putting on extra trains because the roads are going to be a holy MESS. The 18 inches projected is going to fall within a 24 hour period; when it falls that fast the road service crews have trouble keeping up.
15 years ago weather forecasting wasn't as precise as it is now. They still get it wrong LOTS of times but it's kinda hard to ignore the big blue and white patterns on the Doppler radar screen as it slowly creeps towards you these days. (lol)
In NYC (when I lived there) over six inches and the schools would close. In the Midwest schools close if there is an inch. Go figure. I guess Midwesterners aren't as tough as New Yorkers. :)

Weather they have to or not, adults that is, will be in trouble if they don't. Can't compare school to adult work.

It sure would be here! And it is today.
If 16 inches of snow was forecast here, Britain would close, nevermind the schools!

If 16 inches of snow were forecast here, all the schools and colleges would close, except for mine of course, it'd just be my luck.
