You have to bare in mind that most other countries don't care whether Puerto Rico should be allowed to become your 51st State. Its like me asking whether in South East England, do you think Rother council should increase taxes 0.01%. Nobody would care.
Previous chances for them joining the Union have all been categorically turned down after public referendums, so in answer to your question: no, probably not.

True. Europeans have the advantage there. The U.S. is huge and borders only two countries. It's easy to remain culturally isolated.
