This is a ridiculous question as it's a contradiction in terms. It would be a complete joke if such a person could have a driving license in the country in which they are not even supposed to be - let alone driving there!?
On a sidenote, I've noticed a large jump in users on the site, and if questions like this are the ones which are voted to the top then I'm starting to worry about its going down hill. :-(
You make a good point but the question was intended to generate discourse on this timely issue in the USA and may not be a contradiction at all. You may not be aware that 8 USA states already permit illegal aliens to obtain driver's licenses and many states use those licenses as proof of citizenship in order to register to vote, to board commercial airline flights, buy firearms and more. So illegal becomes legal depending upon which state the illegal is residing.
This is a bizarre issue. Personally, I think that these folks are going to be here, and drive here, regardless of whether or not they have a license. Wouldn't you rather be assured that they know the rules of the road?

I say sure, let them do it ... then when they do you now have their registered address so you know where to go to arrest them.
