If he/she is a procratinator then they're probably not pulling their share at work either. Fire them!

Since when are you a psychologist. Have you seen his/her referral for suicidal tendencies?
He/she is a lazy attention-seeker.
If this is a serious question, get him help. Otherwise you may be living with guilt if he attempts or succeeds.
