What happened is wasilla started charging, under mccain's vp's sheriff that was appointed. then later the state legislature made a law banning that practice. wasilla was the last hold out town to try to resist this law. rape kits cost more than $1,000.00

You should never have a question that asks two different questions at the same time, because it is impossible for someone to answer no to one part of it and yes to another.
But then I doubt that getting good quality answers was the reason why you posted this question.
There should be a vote down option on ask500 for poorly framed questions.
If you were beaten and mugged and could not afford to pay, should the hospital throw you out? Of course not. You would file litigation and hope to hit it big. The next time you're driving in Guam and see a bad accident with one of those Gilligan cars, imagine if they didn't have insurance, should they be left on the side of the road until the Professor came along.
Good point. taxpayers should not pay for the kits, but rapists should. I believe a fair answer to this is that local authorities should pay for the rape kits, but the money should be taken back from the rapists when cough.
This will also put more pressure on law enforcement to catch the rapist. In theory
I have a friend who was charged with "rape" for going on a date with a girl and watching tv. the kissed. it was consensual, except that later he found out this adult seeming girl (5'10) turned out to be a minor. as a "rapist" he now does have to pay a few hundred dollars a week to be supervised and to go to sex classes. this will continue for the rest of his life. its not really very good, because it keeps him down. he is also not allowed to use the internet and he can't get any good job because of his criminal record. he's screwed.

there IS TOO a free lunch! as long as you are an oil company, or one of bush's other cronies! he's given his cronies TRILLIONS of our dollars FOR FREE! well real cheap. they give a few million in campaign contributions, and they get billions back! you have to love the $700B bush is about to give his cronies for free! that's enough for a few rape kits for every man, woman, and child in the entire nation! (although i'm sure we could do even better things with our money.)
This is an issue where the moral and economic issues get confused. IF health insurance pays for the kit then they should be billed because it might be an economic hardship on a small clinic. My town only has 1900 inhabitants and we have been years getting even a small clinic. No hospital of course. Health insurance only pays for the treatment of medical conditions but health providers are very clever at using codes to get the bill paid. If an accident victim comes in of course they pay for any treatment so this is a difficult issue to address. Somehow it just seems wrong, economics aside. Let's hope that in Wasilla rape victims were few and far between.
This would have been a choice for the Alaskan lawmakers, not the Governor. I think we are missing some facts here.

I think this makes sense since siding with the rapists automatically insults the victims, so the question is sound in my eyes.

The question is about rape kits and it's a yes or no question.
If my sister's apartment gets broken into and she is sexually assaulted and brutalized in her own home, should she pay for the rape kit and exam?
