Basically they seem to consider it an unfair performance enhancer, like steroids or blood doping. Any one considered an "elite runner" (competing for championships and/or cash prizes) are not allowed to use them, but all other runners are.

If everyone was allowed to use them would they all be on equal footing, or would some be at a seriously greater advantage just because they were smarter or because they could afford to pay a lot to have someone create a mixtape just for them?

I could imagine that listening to "Eye of the Tiger" would be like a performance enhancing drug, lol

I hope so, "Eye of The Tiger", Ah ! Nope !

Its a Marathon....there cant be all that many rules. He should know the rules and abide by them or find another sport or another race that allows Ipods.
