This beautiful and lavish city is like a stage set. Beneath all this there is a system in place that was merely transferred from tents in the desert, all in a few short years. It is a backward, corrupt, horrible and unsafe place for women that has had this deceptive facade pasted over the ancient ways that are still in place. Don't ever, ever go there unless you are a white, rich male. My son, a nurse was thinking about taking a job there and I told him I would never consider visiting, ever. It's unsafe for women. I read a post by an American woman who lived there with her husband who worked for an international company. I knew they were backward but I thought maybe away from the nomadic desert tribes it would be safe. No. Those guys with the robes? Stay away from them.
Implied premise invalidates your question. Yes they are backwards regarding human rights and a fair system of law. But that alone does not make it TOTALLY unsafe for a female to travel to Dubai. I know many females who have traveled to Dubai and returned completely unscathed.
As the article you cited points out, "A huge number of westerners live in or visit Dubai every year but it is still relatively rare for Britons to fall foul of its morality laws."

I don't think this couple, facing years in prison unless they swear to an untruth, would be comforted by that fact. Neither the people in jail for kissing on the beach. And the American who was put in jail for years for having in her possession a pornographic video, which was just an ordinary movie that expats were passing amoungst themselves that they got from the states?
And the fact that you "have known many females who have traved to Dubai and returned competely unscathed" does not mean that it is safe for females to go there. It only means that the ones you know came back okay.
And, people who go there to work for the U.S. government or some international organizations live in compounds. The men are perfectly free to leave and go do whatever they want; the women must follow strict rules and be vigilent or they risk being arrested or censured. who the hell would ever want to go to a place like that? I have lived in other cultures and welcome the differences but the viciousness towards women there is not worth the risk.

My Sister was there recently and stayed at the Ibis Hotel.
Most people there wear western style, some wear traditional dress.
My sister emailed me a photo of a man and woman in traditional dress, the woman in a black hijab (only the eyes showing). I thought, this guy is unlucky, to have an older unattractive wife. Woops ! it was my sister in the black hijab having her photo taken.
She went on a sand dune safari (thinking this will be nice) she thought the 4 wheel drive would roll and she would die. She had a great time !
She dressed modestly and was aware of the travel advice.
Australian Qantas pilots fly the Emirates aircraft and there are Australian nurses, hospitality staff, engineers and many others there.
I would travel to Dubai alone, but not Saudi Arabia.
Dubai isn't like Saudi Arabia.

It sounds as if your sister stayed with a tourist group. It's when you venture out on your own that you enter that dark world where women are killed by their families or locked in a padded room until they go insane for being seen with a young man at the mall. This is of course my opinion. Anyone can disagree. And they are free to go there. I won't be among them.
My Sister always travels alone, she is in her late 60's.
She traveled in India and the USA alone a few years ago.
In the USA she stayed in backpackers hostels, men and women in the same dorms and YWCA places and took the buses all around the USA. She had a backpack and wore a beanie (knitted hat) pulled down and didn't put any makeup on (that would be enough to scare anyone away)
I don't have any particular political affiliation but will attach myself to certain issues. I don't like "jargon" to describe people or issues, like "liberal"; I think it's lazy and replaces critical thinking. I read a lot and I put polls up on issues when I want to compare my opinions against those of others. Often I'm surprised and that's what I like about Ask500. I'm back in Maine (thank god) now after having spent 8 months in Germany and 6 weeks in Krakow, Poland. I did go back to Poland, near Warsaw, for six weeks but am back. I'm home for good now.
After years of mostly ending up on the "liberal" side of things, I'm tending right a little over this illegal immigration issue and I'm becoming more jaded about our Congress. I have to fight feeling hopeless about our country.
