Seriously, the goals of government and the desire of the governed for civil liberties form a dynamic tension of opposition. Civil liberties very much get in the way of those who govern doing what they want, but without some minimum of support from the people, they get tossed out of office, either trough electoral processes, violent or economic ones. It is more like a feedback loop than a war.

I think it's more a war FOR power rather then anything against.
