My mother used to say, "Some people jump off of bridges. Does that mean you're going to? It doesn't matter what other people do, you do what is right."
If everyone is 'doing it' it shows an acceptance from that specific culture throughout time.
I'm not advocating it in our current society right now, but when it does come about that sexuality and marriage have evolved, 'cheating' will not have such a bad connotation. Then, people won't mind if 'everyone is doing it.'
If everyone screams the letter "A", is it still the letter "A". I think this question is more about connotation and social acceptance, in which yes it will be the same, but with different meaning.
