in USSR we had law about limited selfdefence and you could'nt use gun against man with a knife.
Today you can shoot guy if he has knife no matter did he mind to attack you or not... (dead can't tell you such things)

I look out my window and see a guy chasing a neighbor down the street while waving a cleaver, am I OK to shoot him with my shotgun before he divides my neighbor?

Do you need to know what your neighbour did to the cleaver-guy?
Strongly Agree. The first rule of self defense is to stay alive. It's not "be fair".
