It depends on what you mean by "around the world".
The clothes aren't a problem. Wash them by hand. And you could rely on local hospitality for food and board. You might never have to spend your £20, if your tongue is silver enough. You could also do odd jobs along the way to barter for food and shelter. Ultimately though, I say no, because in the USA, they'd find some reason to throw you in jail, and take your £20 as a down payment on bail money.
My journey of "going around the world" would likely avoid USA, although wouldn't I have some kind of diplomatic immunity? The biggest problem I think would be getting across huge bodies of water.
Dunno whether you could do it for free, but one of the cheapest way to cross bodies of water would be to get a berth on a cargo ship. Some of them do carry a limited number of passengers.
You wouldn't get any kind of immunity from being arrested in the States if you committed a crime. Also, some countries have entry laws concerning your intentions while you are in the country and whether you have enough money while you're there. I think some places require you prove you have enough money for a flight home.
All that said, I think you could probably go a fairish distance on £20 but all the way round the world would be hard. Try and get BBC3 to do a documentary about your attempt or something, grease some wheels!
Funny, I was thinking about doing exactly that, but I would need some form of transportation, I can't just walk the whole way, and I would need some time off college, possibly in June when college finishes for the summer.
