Is it alright for the USA military to attack Al Qaeda and other militants outside of declared war zones?

If I read this article correctly, Iran HAS CAUSE to want to fight us, for covert violations of it sovereign soil. And so do a LOT of other countries. How can pissing off every Muslim nation in the world, including the one with nuclear weapons, possibly help us be SAFER!?!?!
Iran wants to be attacked, it will give them the perfect chance to unite their people against an external enemy, rather than the current focus of hidden rebellion against their own government.
The only effective way is to show the world that we are better then those terrorist, if we stoop to the level of the terrorists is there even a point in fighting them? As we would be no different anyway!
I was not suggesting we start brainwashing grunts and sending them into training camps to blow themselves up.
There are sliding scales in all things, and judging where you draw the line is probably the most difficult task in the world.
If you know a bad guy is sitting laughing at you because he is 2 miles ove the border, I personally would have no problem with troops having a little "GPS malfunction", but I can also see the point of those of you who would.
But once we step over that line, there is no end in sight. The "other" side is thinking along the same lines, as in anything goes. We need to stop the cycle of violence and show that we do not accept it nor participate. work with those governments, put international pressure on them. If we stoop to their level we are as low as them.
Interesting how people can find comments, that condemn violence, objectionable enough to moderated down. Maybe we as a whole in the "west" are actually no different form those we call evil :(

f that is the case (and I don't doubt it), then it is sheer insanity on our part to cooperate by running covert ops in their country.
