If I found a suitcase with a large amount of money in it, I would be tempted to keep it.

I think I need it more than someone that carries it around in a suitcase, and forgets it.. Its mine.
That's a good point, especially if you consider how likely it would be for authorities to ever get all of the money back to it's rightful owner. I mean, heck, people can't even donate a million bucks to a charity these days without accepting the fact the charity may keep more than half of it for "internal expenses." How many presidents of large international charities do you know to be living in the poor side of town in the city where you live?
And what if you did give it back and the mob found out that you are the one who found it (assuming they lost it)? If the papers reported only $75,000 was recovered but the mob knew there was $500,000 in the suitcase, they wouldn't assume the cops took it, they'd be after your ass, and boy would you be in trouble. :-)
I think it'd be better to keep it and keep your mouth shut. You hear about some criminals that make off with a huge heist and they get caught in a year because they talked. The smart ones never get caught because they know how to keep their mouths shut.
And since the question isn't "would you keep it," but "would you be TEMPTED to keep it," my answer is YES, of course I would.
