As soon as they are old enough to renounce their rights to medical care for smoking related diseases. Why should non-smokers have to help pay their bills?
Seeing the conclusions drawn by neurophysiologists about brain maturity, I don't think teenagers should be allowed to do anything risky or potentially dangerous before 18. But I also think that is not possible in our society.

18. It should not be regulated strictly by parents, there are some parents with very little wisdom.
