Coming home from a 6 or 8 hour day at school just to go upstairs and repeat 2 or 3 hours of it? There is nothing that can ever be more of a waste of time!
Homework is nothing more than additional study. I don't think any should be required unless the content is harder than average or a student demonstrates a lack of understanding in the material.
For those who do everything right without homework, why force mindless repetition? The workload should at least be reduced.
By the way- Note that it's not about 'learning' on a long term sense. Most kids forget what they learned in a year anyway.

Repetition is the way we learn though.
Really smart kids used to do their homework in school so they'd have time to read Harry Potter before they went to bed.
Repetition is also the way we tortue people!
