No. President Bush has had tough issues to face during his presidency. Foremost has been the issue of terrorism. Difficult issue to deal with because it takes many sinister forms. Its difficult to tell exactly who the enemy is; Is it a military person or a doctor, or a child?
There has always been terrorism in the United States, most of it committed by Americans against Americans. Let's not forget Oklahoma City, over 100 years of lynching, and the near total annihilation of indigenous peoples by the US Government.
Terrorism as defined by republican rhetoric as "Islamo-Fascism" had been around in Europe and the Middle East for many decades before Bush. Reagan, Bush Sr., and Clinton all had to deal with such things - and don't forget the threats of nuclear war during the cold war. Tough issues are nothing new for the Presidency - incompetence and ignorance are.
Absolutely the worst, by far. Culturally and factually ignorant, sinisterly divisive, criminally arrogant and a purely bad representative of democracy and the American ideals set forth in our Constitution.
Any student of US History has to peg Harding as the worst President. Continuous scandals, sex is a broom closet, etc. Still, GWB is really bad, certainly the worst in the last 40 years.
I doubt that very many people taking the survey know enough about past presidents to judge very well.
And it is always a problem when history is too recent (or still in the making). Both for outcomes and for impartial judging. The survey should be done in 20 years, then again in 50, etc. And in the meantime we should all learn some history. I know that I can't judge because I only know anough about maybe 5 other presidents, to be fair.

Sexcapades does not make a bad President. How you treat the people pretty much determines that.
