Don't be silly. Technology has nothing to do with the ability to tell a story, construct a plot, flesh out characters, and the development of enough perseverance to finish what you start and learn from your mistakes. Or the ability to research your information. present it cogently and clearly, and make it interesting at the same time ( in the case of non-fiction).
Probably semantics, but I voted "no" because I don't believe the "use" helps someone improve writing. I do believe, though, for the person serious about wanting to become a better writer,endless resources exist to provide opportunities.
I think the points brought up here are interesting ... technology is a tool for writers, and yet many of my students (young writers) have the perception that using a computer for composing stories, poems, etc, is helpful to them, as writers. It's all self-perception of course. But interesting.

Technology might provide more opportunities to be able to write.......but if I read your question as you "wrote it" my answer would be "NO".
