It depends probably on factors like how long is the schoolday, how long do the pupils have to travel and what is the climate? In my country I think it is not very useful nor part of the cultural tradition.

Seriously though, if schools are concerned about students getting enough sleep, they can just adjust the hours so that school starts and ends later. Where I'm from, schools are already having budget cuts where they can't afford to pay teachers the hours they're working, or they have to get rid of certain subjects. There's no point cutting more class time just so kids can sleep, when they can just as easily sleep at home.
