Unless I'm much mistaken, the point of streetlights being on at night is so they make light when it's dark, thus preventing car crashes, etc.
Perhaps the question should be turning them off during the day, as there's always a half-hour or so when the lights are unnecessary when they /are/ on. Multiply that by the thousands of lights in each city, and that's a lot of electricity.

Not to mention the hour they're on before it actually gets dark. Have they not heard of light sensors, they would turn on when it gets dark and shut off at daylight.
I don't think motion sensors are really a good idea. I think people would not be able to sleep at night if the lights went on and off every time a person or a stray dog or cat would pass by. not to mention the fact that they would burn up a lot faster.
I think that it's time and place dependent. They can easily be turned of in places where there are not that many people at night. But I think it makes people feel more save in urban areas when the lights are on.

There are councils/governments in the UK considering turning them off at night time.

yeah I mean that's the point of street lights, so we can see at night.
It would be fun thou if they turned them off during major astronomical events(the kind that are visible from the ground, and with out visual aids)

thats definitely not a smart thing to do on rio de janeiro.
Switching to energy-efficient and solar-powered might be of more use.
