In my son's school, they have netbooks rented from the school. They are required to have those because several textbooks and tests are only available on-line.
Technically, they are not allowed to have cell phones in school, but as a practical matter, as long as they don't ring in class and aren't used inside the school, nobody cares. They are widely used before and after school. Many just keep their phones in their locker.

They should be allowed to have them until they interfere with class, then be confiscated for the day and demerits issued.
