Do you think it is right for major chip producers to only fill the bag of chips half way up and the rest of the way with air?

That air reduces packaging costs, which would be passed straight on to you, the consumer. It acts as a shock absorber so ALL the chips don't shatter as the bag is handled from the factory to the shelf.

Besides what doggy says, chips are sold by weight not volume. So your not buying a bag full of chips your buying a certain weight of chips. Maybe the size and color of the bag help influence your purchase by making you think your getting more than you really are but that is more of a psychological issue.
