It is acceptable to drive below the speed limit at any time (road conditions, etc). But when it begins to hold up traffic, block traffic, or create an unsafe condition for others on the road... then it is not okay.
And even then, stay in the right hand lane.
One of the main causes for road rage.
I know I should be more concerned about road rage, but in the moment I never seem to think of it. I just can't stand stupid people and if I can "teach them a lesson" I will. It's stupid on my own part, I know, but if someone is speeding and has to slow down behind me, then proceeds to tailgate me, I will slow down even more just for the principle of it. Or if I can, I stay just close enough to another car in the other lane so that they can't pass me. I seriously HATE the fact that I do this. It's just stupid. Why should I care so much? But I do. Damn speedsters/tailgaters!
You have to be careful doing that. The person behind you might pass you by and start slinging lead at you with a large caliber pistol.
This happens a lot over here. They'll pass and get in front of you, brake you until you stop and then drag you out of your car and kick the stuffings out of you. Or stab you or beat on you with a very hard object.
Then there are the folks in their 80s and 90s. They get scared when you do that to them and they lose control.

Not below a certain speed in most states on most freeways.
If not on a freeway, and if 3 or more cars are backed up behind you, pull over and let them pass. Do so if it is even one car, out of courtesy.
You should drive below the speed limit ALL the time! That's why they call it a speed LIMIT. As in don't go over it.
I rarely go under it.
Safe driving should always be key. I would like to see more carpooling, public transportation, and biking. IF you have more cyclists on the road, you'll have people driving slower anyway (or at least making more of an attempt to pay attention to the road).
As mentioned above technically the speed limit is a LIMIT meaning you cannot exceed it, and as time can be subdivided indefinitely you should technically ALWAYS drive under the speed limit. But I get the meaning of the poll. I think not just fuel but conditions including whether you know the area, weather, traffic, high accident areas etc
Acceptable so long as this isn't slowing traffic down for others who would like to go the speed limit
