So you can't collect Social Security for the 100% disabled until they have paid in? Simple solutions only work (and not always even then!) in simple systems--which 300 million people are not.

The intent of this question is that there should be a clear, well-defined, and committed revenue stream associated with every spending program. Adjustments should be made at least annually to ensure that every program is solvent -- not unlike you and I do with our personal finances.
