How do you "prove" someone didn't say something? Can I "prove" you didn't say "damn!" when you stubbed your toe last night? Of course I can't. The only possible proof is whether he "did" say it, because someone heard him and/or recorded it. Unfortunately you don't have any such proof, do you?
As I said before, please provide ANY evidence (other than that you read it someplace on the Internet, but you don't remember where) that he actually said those words. A sound recording perhaps? A video perhaps? A speech transcript perhaps?
Unless you have evidence that he DID say those words, YOUR claim is false by definition.

There WAS no quote. How can they give what the quote actually was when he never said it? Hmmm....?
