Yes. But they shouldn't be given a calculator (for example) until they have mastered basic arithmetic with pencil and paper. Technology should be another tool for them to use, not a replacement for knowledge and concepts.
Sure, after a student can read, spell, write and perform higher math calcultions. Then they can use simple tools like a hammer, screwdriver and a saw. Then they can use a typewriter and calculator.....maybe after all that a small computer.
I was 33 when I was allowed to use a computer. I already knew how to read, write, do math, and do research without the need for a computer. It's really not as hard as some people seem to think.

They need to be taught the basics of the 3 Rs first. Technology is neccessary in today's world. But I agree with others here, kids need to know why it works in order to learn how it works.

I agree about the math concepts. They need to understand the background of math.

I was in my twenties when the Commodore 64 came out, so I was allowed to use it.

It's not absolutely necessary. But it's definitely a good tool to complement the educational experience.
