They had them in Mannheim, Germany. The liberals started whining about invasion of privacy so the liberal city government had them shut down. When they were running the crime rate showed a significant decline. When they shut them down the crime rate started to rise again. The fear of being caught doing something illegal wasn't there any more. They do work.
Do you think this was because the criminals knew the cameras were turned off? If turning them off wasn't made public, do you think that the crime rate would have increased after they were turned off?

No, and neither do gun laws or car alarms prevent crime. What prevents crime is a populace that feels vested in their community and culture.
